Qatar Charity wishes to competitively recruit a Programs Manager to manage its various current and future Programs for its Kenya Office who will be based within the Republic of Kenya and on the following terms;

Job Particulars

Qatar Charity Program Manager is responsible for managing programs and projects implemented by the Qatar Charity field office in Kenya in accordance with the highest professional standards of NGOs in project management. The Programs Manager will be actively involved in interpreting Qatar CharitVs Plans into a coherent set of programs and projects that serve the strategic goals and objectives within the country and respond to urgent development needs. The Programs Manager will coordinate the program resources and processes to ensure that all programs and project activities are implemented on time and the desired results are achieved. The Programs manager will be the overall officer responsible for developing, implementing, and reporting all programs and project plans on time within the allocated budget.

Description

Job Duties

  • Supervise the assessment process of humanitarian and development needs of the country using the correct research and analysis methodology and tools considering the vision, mission, and work sectors of Qatar charity.
  • Ensure that Programme and project proposals are developed on time and as per the guidelines of QC and different donors

  • Develop a detailed Program plan to monitor and report progress.

  • Develop and use appropriate tools and techniques to measure projects performance against the planned activities

  • Ensure that all program activities are delivered on time, within the scope, and within budget

  • Ensure legal, administrative, and technical requirements necessary to complete and implement approved programs, projects and activities are met on time.

  • Ensure that periodic progress reports are produced and shared with the Country Director and Qatar Charity Head Office, as well as oversee the preparation of the required reports by government counterparts

  • Participate in internal Tender Committees and adhere to Qatar Charity policies in a transparent and fair manner. 

  • Use appropriate verification techniques to manage changes in projects scope, schedule and costs. 

  • Coordinate internal resources and third parties/contractors for the timely execution of programs and project activities.

  • Following up with third parties concerning programs and projects and ensuring that these parties are meeting their obligations towards the projects with full respect for contractual conditions.

  • Find appropriate solutions to problems and difficulties that may hinder the implementation of programs and projects in accordance with the plans and specifications agreed upon and timely report the unsolvable issues to the management's attention.

  • Carry out final handover procedures for the completed projects in accordance with policies and procedures of Kenya law(s) and Qatar Charity.

  • Supervise the technical team and make sure to complete their tasks according to the required standards.

  • Communicate with the Government and other partners and share information and experience.

  • Closing completed programs and projects and issuing final technical and financial reports in this regard. And Create and maintain comprehensive project documentation. 

  • Perform risk management to minimize project risks.

  • Establish and maintain relationships with all active stakeholders. 

  • Develop a donor map including all international donors in the country. 

  • Regularly meet donors' agencies to introduce QC and seek funding.

  • Ensure that QC is represented in all coordination meetings with UN clusters and INGOs forums and produce a quarterly report about networking.

Education

  • Bachelor's degree in Project Management / Development / Economics / Sociology / Business Administration or any other relevant field required. 
  • Master's degree in Project Management / Development / Economics / Sociology / Business Administration or any other relevant field preferred.

 

More Details on Experience

  • 5+ years of Professional Experience in:
  • Developmental and humanitarian field with UN or other NGOs.
  • Fieldwork with /UN/NGOs in leadership positions. UNAGOs Projects management experience.

More Details on Skills

  • Strong educational background, preferably in the field of Program management or any social sector
  • Work experience as a Program Manager for not less than 5 years.
  • Experience in resources management.
  • Excellent written and verbal English and Arabic is added advantage.
  • Solid background in analytical and reporting skills, including proposal development and report writing.
  • Strong working knowledge of Microsoft Office.
