The U.S. Embassy Mogadishu (located in Nairobi) is seeking eligible and qualified applicants for the position of Procurement Agent

 

Description

Serves as Locally Employed Staff (LES) Sourcing Consultant/ Procurement Agent for the U.S Mission to Somalia. Provides a variety of supplies and services in support of Somalia Mission utilizing contracts, purchase order, purchase card, blanket purchase agreement, delivery orders, and against existing GSA, Dept of State, or other USG contracts. This includes Chartering of Planes, Hotels, Market Research and Integrated Logistics Management Systems training to clients (ILMS). The position is supervised by the Assistant General Services Officer (AGSO) with oversight from Embassy Mogadishu Management Officer and Deputy Management Officer.

Bachelor’s Degree in Business Administration, International Procurement, Supply Chain Management or related studies such as logistics, warehousing, or accounting

More Details on Experience

  • At least five (5) years in the procurement field with specialized experience in purchasing a variety of materials and services is required
  • Abilities to provide technical advice on procurement activities to officials of substantive units during all phases of the procurement cycle is very relevant to State and Non-State agencies most of whom do not understand procurement procedures. Technical advice is provided to prevent Unauthorized Commitments, how to prepare and when to prepare Sole Source Justifications. Technical advice is provided to each Contracting Officers Representative (COR) in their role in administering contracts.
  • Planning & Organizing training classes for agencies in Sourcing Process including specific training in Ariba and Scope of Work and the Contracting Officers Representative. This includes the planning for the initial training of users, quarterly follow up training, and training requested on demand. Plans for the semi-annual budget review and end of the fiscal year procurement plan are developed between the consultants and assigned client.
  • Customer Service: Provides updated procurement information as received usually daily to the customer, at the same time listening to concerns and questions and effectively dealing with same. Conduct regular meetings with customers and vendors.
  • Follow up with FMC on funding and vendor payments as well as with Customs and Shipping on vendor VAT exemptions certificates.

LANGUAGE: Level IV (Fluent Reading/Speaking/Writing) in English (This may be tested). Level III (good working knowledge) of Kiswahili is required. 

SKILLS AND ABILITIES:  

  • Must have mastery of technical knowledge (product knowledge, market research/analysis) required for Supply Management/Purchasing/Contracting (e.g. equipment, medical supplies, contracts, customs function, taxation, insurance, etc.)
  • Must have knowledge of supply/contracting/logistics policies, goals, strategies, and approaches.
  • Must have knowledge of public procurement principles and processes and knowledge of establishing strategic, long-term, and sustainable procurement arrangements.
  • Must have knowledge of general principles and processes involved in risk management in procurement, including risk analysis and evaluation techniques.
  • Must have a thorough knowledge of the commercial business market both local and international markets.
  • Must be proficient in Microsoft applications, including Outlook, MS Word, and Excel.
