NOTE: THESE POSITIONS ARE AVAILABLE ONLY TO CURRENT NATIONAL POLICE SERVICE OFFICERS, AND WHILE THE SELECTED CANDIDATES WILL BE EXPECTED TO REPORT FOR WORK AT THE GIGIRI POLICE STATION OR THE U.S. EMBASSY (DEPENDING UPON INSTRUCTIONS FROM YOUR SUPERVISOR), THEY WILL REMAIN EMPLOYEES OF THE NATIONAL POLICE SERVICE (NPS), AND NOT OF THE U.S. GOVERNMENT.

Description

The incumbent serves as an investigator working with American federal agents at the U.S. Embassy, assisting in conducting complex and sensitive investigations.  These types of investigations include but are not limited to visa/passport fraud; citizen, immigration, and other forms of travel document fraud; and investigations related to crimes of joint interest to the United States and the Republic of Kenya. The Police Investigator from the Vetted Unit is expected to help reduce the manufacture, sale, distribution, trafficking and counterfeiting of United States and other foreign identity documents which can be used by transnational criminal and terrorist organizations.

Incumbent develops and maintains liaison efforts with host government law enforcement agencies, security organizations, customs/immigration officials and court personnel.  This includes but is not limited to local police, Administration Police, Kenya Wildlife Service, Diplomatic Police Unit, Airport Personnel, Criminal Investigations Department and other law enforcement and Government of Kenya (GOK) entities. 

Other types of investigations include procurement/financial irregularities, employee malfeasance/misfeasance and American Citizen Services (ACS) issues.  Incumbent also provides support for VIP and U.S. delegation visits and will assist other embassy offices and United States Government (USG) entities as directed by Overseas Criminal Investigator.  

The incumbent will be available 24 hours a day to respond to emergencies or contingencies as directed by the Overseas Criminal Investigator.

 

Education

  • University Degree in Social Sciences or Law Enforcement. Additional four years of job-related experience may be substituted for the bachelor’s degree.
  • Officer-Ranked Inspector of Police and below.
  • Applicants with Finance and IT backgrounds are encouraged to apply.
  • Level IV (Fluent) English and Level IV (Fluent) Kiswahili is required

More Details on Experience

  • A minimum of three years investigative and prosecutorial experience with the Directorate of Criminal Investigations.
  • Applicants must hold a valid driver’s license for a minimum of three years and pass a driving evaluation in a manual vehicle.
  • Must have complete understanding of how Kenyan law applies to document fraud, alien smuggling and human smuggling.
  • Must have complete knowledge of Kenyan government documentation and procedures; criminal law including criminal procedure code, the Evidence Act, laws pertaining to marriage, identification, tax, and similar areas where fraud might occur; security protection procedures including surveillance, static and mobile guard, and VIP protection; methods of obtaining evidence within Kenyan law.
  • Must be able to write detailed investigative reports, translate documents from Kiswahili into English and vice versa.
  • Must be able to conduct interviews of alleged suspects.

  • Must be proficient in Microsoft Office and pass a computer skills exam.
