Job Title: Maintenance and Project Manager

JOB PURPOSE:
- a. To lead the preventive and reactive maintenance of equipment used in production divisions, ensure the availability of spare parts and manage the maintenance contracts with third party vendors in order to support the efficient running of the machines and equipment and to minimize downtime due to malfunctions across the regional branches.
- To contribute to the development of small to large scale projects and deliver various parts of the projects within the project parameters such as time, quality and cost to ensure customers’ and contractors’ satisfaction at all time.
Description
Strategy
- Develops the maintenance strategy in line with the functional strategy to ensure vertical alignment and horizontal integration with other interfacing departmental strategies across UH plants
- Ensures that the strategy is cascaded down to the lowest level unit while following up on implementation.
Policies, Processes & Procedures
- Develops and oversees the implementation of divisional policies, procedures and controls covering all areas of maintenance division activity so that all relevant procedural/legislative requirements are fulfilled.
- Direct the development and update of the department’s SOPs, SLAs, processes…etc. through the alignment with the concerned departments to ensure that internal controls and proper documentations are in place.
Integrated Maintenance & Project Execution
- Supervises the preparation of a list of necessary tools and resources required by the maintenance divisions across the regional branches to ensure sustainable maintenance of mills and other equipment in all branches.
- Follows up on the reserve of spare parts required for maintenance operations across the regional branches to ensure that the parts are stocked so that it is available in case of a breakdown or malfunction of equipment.
- Coordinates with mills and silos providers on the required maintenance operations for the purchased equipment to ensure that preventive maintenance is carried out on the equipment and there is minimum downtime of equipment.
- Ensures that there is minimum downtime due to equipment failure and required maintenance is carried out as per criticality and priority.
- Leads and directs the management of change through continuous improvement of divisional systems, processes and practices taking into account ‘international best practice’, changes in international standards and changes in the business environment which demand proactive action plans.
- Ensures that all divisional reports of UH are prepared timely and accurately and meet company and department requirements, policies and standards.
- Reviews, collects and consolidates the periodic reports from the regional sites on the maintenance history - preventive and reactive in order to identify equipment and machines efficiency and to identify when an equipment needs to be replaced.
- Lead the development and continuous update of the technical project risk register, including third-party contractor risk registers.
- Ensure the risk register is reviewed, validated, and agreed upon with the Operations Director at defined intervals.
- Plans and assists in the development of the scope for improvement in Project Engineering processes such as drawings, scope of work, cost of the project and project performance to ensure projects are delivered within project parameters of cost, time and quality.
- Estimate time, materials, labour, and equipment needed to execute projects within approved budgets.
- Develop and maintain detailed project schedules using tools such as Microsoft Project.
- Prepare project work estimates, contracts, and documentation in line with organizational requirements.
- Oversee the design and planning process, including selection and management of material suppliers, contractors, architects, and engineers.
- Manage project staff and volunteers in accordance with organizational policies and procedures.
- Engage and supervise qualified consultants as required.
- Monitor project progress and adjust schedules, resources, or plans to ensure successful and timely completion.
- Oversees the consolidation and recommends the maintenance division budget and monitors financial performance versus the budget so that the business is aware of anticipated costs/revenues, areas of unsatisfactory performance are identified, and potential areas of cost reduction or performance improvement opportunities are capitalized upon.
- Coordinate and supervise contractor activities to ensure delivery within budget.
- Manage project funds in line with internal accounting policies, ensuring proper expense control
- Maintain accurate, up-to-date financial and project cost records
- Ensure all projects meet technical standards, statutory requirements, and organizational quality expectations.
- Oversee compliance with project quality plans by internal teams and third-party contractors.
- Champion Kaizen and continuous improvement initiatives within engineering and maintenance functions.
- Lead the development and enhancement of engineering systems and processes based on best practices.
- Ensure proper use of SAP PM, conduct periodic system audits in collaboration with IT, and drive system accuracy and utilization.
- Define project completion criteria, evaluation metrics, and performance indicators.
Department Management

Direct the development and update of the department’s SOPs, SLAs, processes…etc. through the alignment with the concerned departments to ensure that internal controls and proper documentations are in place.

Develop the department’s KPIs through cascading the division’s SMART objectives and monitoring the implementation to ensure the achievement of the set KPIs

Manage the department’s performance through providing performance feedback, conversations, appraisals, coaching, knowledge transfer …etc. to ensure the achievement of the set objectives and employees’ career development

Identifies the training requirements for employees in the bundle in the maintenance division in coordination with HR and ensures the implementation of these trainings to enable employees to have the necessary skills

Manages the effective achievement of maintenance division’s objectives through the leadership of the maintenance division – setting individual objectives, recruiting qualified staff, managing performance, developing and motivating staff, provision of formal and informal feedback and appraisal – in order to maximize subordinate and departmental performance
Stakeholder management:
- Conducts technical assessment and evaluation of maintenance contracts with third party vendors to ensure that the contract is awarded to the most suitable vendor
- Coordinating with Production Director, architects, engineers, contractors, subcontractors, suppliers, and other team members to ensure that projects are completed on time and within budget.
- Ensure that all identified contractors are suitably pre-qualified/ assured for the delivery of the project.
- Report on project technical scope performance against the baseline plan and stated benefits of the project.
- Ensure that all project personnel receive an appropriate orientation to the organization and the project.
Asset Management:
- Develop and implement an asset management plan to optimize asset lifecycle, reliability, and replacement planning.
- Conduct asset criticality assessments to prioritize maintenance interventions.
- Maintain accurate asset registers and ensure proper tracking of asset lifecycle costs.
- Lead root cause analysis (RCA) to address recurring failures and drive long-term solutions.
Compliance & Audit:
- Ensure readiness for internal and external audits related to engineering, equipment, safety, and environmental compliance.
- Implement corrective actions from audit findings to ensure continuous compliance.
- Maintain documentation for statutory inspections (pressure vessels, boilers, etc.)
- Ensures compliance of all maintenance divisions in the bundle’s branches with the procedures and instructions set by the sector.
- Ensures compliance to all relevant safety, quality and environmental management policies, procedures and controls across the department in order to guarantee employee safety, legislative compliance and a responsible environmental attitude
Employee duties are not limited only to the above-mentioned Accountabilities; he/she may perform other duties as assigned.
Education
- Bachelor’s degree in engineering (preferred mechanical engineering)
More Details on Experience
- Must have at least ten (10) years’ experience leading maintenance and project management functions in a well-established milling organization.
- Ability to write and interpret technical drawings d. Proficiency in the use of MS Office suites
- Able to operate a-Cad program
- Good Analytical, Problem solving, interpersonal and People management g. Proficient in use of Microsoft suites
