5. MARKET VALUE: Equivalent to FSN-PSC 4 (Local Compensation Plan) - FSN-PSC 4: (Step 1: 998,513.00 KSH to Step 13: 1,767,377.00 KSH per annum). In accordance with AIDAR Appendix J and the Local Compensation Plan of USAID/Kenya and East Africa. Final compensation will be negotiated within the listed market value.
6. PERIOD OF PERFORMANCE: Initial 1 year probationary period with 4 additional option years contingent on performance, position need, and funds availability.
7. PLACE OF PERFORMANCE: Nairobi, Kenya; with possible travel as stated in the Statement of Work.
8. SECURITY CERTIFICATION REQUIRED: Prior to joining USAID, the selected candidate will be required to:
- Undergo a comprehensive background investigation
- Undergo a health check to obtain medical clearance and;
- Obtain and Retain an embassy issued Security Certification.

BACKGROUND
The position provides dedicated driver/chauffeur services for the USAID/ Kenya and East Africa Mission Director. As assigned, supports the Deputy Mission Directors and any VIP visitors, and their movements in Nairobi or other areas of the country. Operates a fully armored vehicle and ensures that it is in a clean and serviceable condition at all times. Perform minor preventive maintenance and safety checklists on a daily basis, and coordinates all repairs and servicing through the Embassy Motor pool. Completes the daily vehicle usage record and compiles monthly home to office and personal use reports. Available to work evenings, weekends and holidays.
USAID Kenya and East Africa (KEA), located in Nairobi, is the largest USAID Mission in Africa and second largest in the world. The Mission contributes to U.S. foreign policy objectives in this politically-sensitive region by addressing factors leading to instability and conflict, improving food security, boosting economic growth, improving public health systems and responding to environmental degradation that could easily have a negative ripple effect within and outside the region. It is composed of two operating units (OUs)—Kenya and East Africa - each with diverse and far-reaching portfolios that cover around 20 countries. The Mission supports numerous Presidential and Agency initiatives, including the President’s Emergency Plan for AIDS Relief (PEPFAR), President’s Malaria Initiative (PMI), USAID Forward, Feed the Future, Power Africa, Trade Africa, Global Climate Change, Global Health Initiatives, and the Young African Leaders Initiative (YALI). The Missions manage combined bilateral and regional development portfolios valued at approximately $3 billion making USAID's reach into the region vast.
Description
MAJOR DUTIES AND RESPONSIBILITIES
1. Drives fully armored vehicle, for which the position is trained, qualified and licensed, for the Mission Director ensuring safe and timely arrival with due respect for current security and traffic conditions. Drives official vehicle for employees of the mission or official visitors. Follows security procedures, including selecting fastest and safest routes. Drives VIP visitors for limited periods. Assists in planning logistics, assessing topography and weather patterns, routing and driver scheduling for field trips. This will extend to participation in VIP planning as needed. Wears the proper chauffeur uniform while on duty. Information gathering and security surveillance during field trips. Available to work evenings, weekends and holidays. 70%
2. Performs daily inspection and assures that vehicle is clean and in good running condition. Reports all discrepancies in the vehicle to the Dispatcher. Performs driver’s maintenance in accordance with established rules and regulations. Keeps car clean inside and out. Maintains the vehicle in clean and serviceable condition and performs minor preventive maintenance. Takes vehicle to the service center for major repairs and makes sure that the vehicle is accurately serviced according to the manufacturer’s recommendations. Records daily mileage, gas consumption, repairs and maintenance costs. Submits requests for vehicle maintenance and repair. Monitors all vehicle repairs done at the Mission garage and verifies that work done at outside repair shops is necessary and is done well. REQUIRED QUALIFICATIONS
1. Education: Completion of secondary school is required.
2. Post Entry Training: The Chauffeur will be provided “on-the-job” self-directed training in the form of reference manuals, USAID Handbooks, Automated Directives, Foreign Affairs Manuals, USAID Mission Orders, and Embassy Administrative Notices. The Chauffeur will receive training in defensive driving maneuvers. CCN PSCs may participate in temporary duty (TDY) travel to USAID/Washington and other Missions in order to participate in the Foreign Service National Fellowship Program described in ADS 495maa.
3. Language Proficiency: Must have a good working knowledge of level III in English and good working knowledge of Kiswahili. Must be able to read, write and understand both written and spoken English at a level sufficient to easily accomplish daily tasks and to take instructions in written form and orally, via radio or phone.
4. Job Knowledge: Must have a basic knowledge of vehicle mechanic, safety and knowledge of radio operation procedures. Must know Kenyan Traffic laws and be familiar with traffic patterns in and around Nairobi.

Prior Work Experience: Minimum of 3 years work experience operating motor vehicles, preferably as a chauffeur.

Skills and Abilities: Posses valid Kenyan operator’s License, with categories A B C and E; ability to understand spoken and written English; skills in handling vehicles and ability to drive defensively, ability to navigate using google maps, have a knowledge of preventive automotive maintenance, possess a pleasant personality required in dealing with the general public.
Terms And Conditions
POSITION ELEMENTS:
A. Supervision Received: Supervised by the Mission Director and on a day to day basis, receives direction from the Executive Assistants in the Office of the Mission Director. Instructions are generally verbal but may be written when multiple assignments are made.
B. Supervision Exercised: None
C. Available Guidelines: Written and verbal guidelines will be provided as required by the supervisory staff. Mission Orders, notices, FAM 228 and ADS 536.
D. Exercise of Judgment: Must be able to make sound judgment concerning the road ability and safety of the assigned vehicle and report on its condition to the assistant Motor Pool supervisor or take appropriate action when out of city.
E. Authority to Make Commitments: Commitments are limited to situations which may normally arise in the conduct of the Chauffeur assignment, such as agreeing to be at a certain point at a certain time or to assure another Chauffeur will be at the location.”
F. Nature, Level, and Purpose of Contacts: Provide Driver/Chauffeur services to the USAID/Kenya and East Africa Mission Director and VIP Visitors. Works with personnel of USAID, official visitors and occasionally host- Government employees.
G. Time Required to Reach Full Performance Level: 12 months (One Year).
