The Centers for Disease Control & Prevention (CDC) in Nairobi has an opening for the position of Public Health Specialist (TB and HIV/AIDS Treatment  and Prevention). The position will be available immediately. Closing date for this position is July 3, 2017.

BASIC FUNCTION OF POSITION

The Technical Advisor (TA) supports TB and HIV/AIDS treatment and care for the Division of Global HIV/AIDS and TB (DGHT)-Kenya and its Implementing Partners at selected service delivery and study sites in Kenya.  The TA will contribute to local, provincial and national levels regarding adult and pediatric care and treatment activities, curriculum development and trainings.  Responsibilities are in two broad areas: Implementing/supporting treatment and care activities; and working with Implementing Partners throughout Kenya.  Technical duties include leading efforts to ensure that treatment and care activities are based on the most recent relevant and science-based data, and that scientific knowledge is translated into program guidelines and practices for both opportunistic infection (OI) prophylaxis and ARV use.  General responsibilities of the position are to ensure that all activities contribute to the achievement of CDC and -Kenya goals.

MAJOR DUTIES AND RESPONSIBILITIES

The Technical Advisor will be responsible for all of the following duties and responsibilities:

Technical and Program Management Responsibilities       (40% of time)

  1. Ensure that CDC-DGHT Kenya supported activities at multiple delivery sites fully conform to national guidelines and CDC technical strategies concerning all aspects of TB care, including TB screening and diagnosis, HIV counselling and testing, provisions of TB treatment, ARVs and OI prophylaxis as recommended, treatment support, and TB prevention to people without TB.
  2. Provide guidance and advice about TB care, ARVs, OI prophylaxis, TB prevention, and symptomatic and palliative care and support for people with TB and/or HIV.
  3. Keep abreast of scientific and medical literature concerning TB and HIV/AIDS care and of all relevant public information relevant to CDC Kenya and activities.
  4. Participate in the development of guidelines, operational procedures and manuals, educational materials, teaching modules, etc., for implementing TB and HIV/AIDS care, OI prophylaxis, ARV initiatives.
  5. Lead the implementation of monitoring and evaluation activities for TB and HIV/AIDS care activities supported by CDC Kenya, and PEPFAR in selected service delivery sites.
  6. Liaise with the DGHT Kenya branches; all other technical advisors throughout CDC Kenya; the technical and administrative personnel at other US government agencies; and partner organizations, for the implementation and evaluation of HIV/AIDS treatment and care activities.
  7. Liaise closely with all CDC and other Division working in Kenya to provide analyses and reports as required, including for presentation at national, regional, and international meetings and conferences.
  8. Implements an operational research/implementation science agenda, within the operational and fiscal limits of DGHT

Technical Assistance and Guidance                         (45% of time)

Provide technical assistance and guidance to MOH and other national and international partners and collaborators on all aspects of TB and HIV/AIDS care, including TB screening, diagnosis, and prevention, OI prophylaxis and ARV use.

Represent CDC Kenya at technical, policy, and strategic meetings, including with other collaborators and donor agencies.

Acts as a national, regional and international resource in all matters pertaining to TB and HIV/AIDS treatment, care, and prevention.

Undertakes program evaluation visits nationally and regionally to further influence and benefit CDC – Kenya activities.

Other Duties As Assigned                                                        (15 % of time)

The TA will participate in other tasks related to the planning, implementation, monitoring, and evaluation of CDC -Kenya activities in support of TB and HIV/AIDS prevention, care and treatment in Kenya as requested by the Associate Director and Director.

The TA will deliver reports, summaries, oral and written presentations, as requested.

The TA will conform to operational practices and procedures already implemented by CDC Kenya, and to be implemented in the future.

The TA will work with and support other USG agencies involved with TB and HIV/AIDS prevention, care and treatment initiative in Kenya, including for the preparation of appropriate reports.

à        Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy. 
à       Current employees serving a probationary period are not eligible to apply.
à       Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are  not eligible to apply.
à      Currently employed U.S. Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their
        employment.

à       Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless
         currently hired into a position with a When Actually Employed (WAE) work schedule.
